Classified documents: Do we label them? Do we not?

While labeling a classified document helps us to know its criticality and thus give us a chance to handle it as per its classification, but on the other hand labeling makes us aware that the document is indeed a "classified one". Had it not been classified, no one would have recognized it. This dilemma becomes much more important when dealing with highly sensitive documents in classification category higher in order. E.g. A document is just out of printer with classification say "confidential". It gives two options to any one who has no concern with document- I must respect its confidentiality and don't touch it OR go through it out of curiosity, that what is it that is so confidential that I don't know and I must go through it or may be misuse it. Question remains- Do we label classified documents or not? Any thoughts?
